Find out what you can do as a Voter and Citizen of Indiana to repeal Obamacare!  Be educated on Discharge Petition!  This is a great constititutional mechanism -- discharge petition -- to repeal the Patient Protection and Affordable Care Act!

Discharge Petition – What is it?  How can it be used to repeal the recently passed health care law?  How can you make a difference here in Indiana?  What is the Indianapolis Tea Party doing actively to repeal the recently passed health care law?

What is it?

To understand what a Discharge Petition is, we have to understand the bill process.  This is how a bill is considered.  The bill under consideration goes to the Speaker of the House, who will then assign the bill to the appropriate committee.  If the Speaker does not want the bill to ever come to a vote before the full House of Representatives, the bill “dies” in committee.

The Discharge Petition circumvents what the Speaker wants.  The discharge petition, if signed by at least 218 Members of the House of Representatives, causes the bill to be “discharged” from the committee of jurisdiction for consideration and a vote by the full House.

This CONSTITUTIONAL mechanism has been used in our nation’s history.  We have attached a link from Wikipedia for more information http://en.wikipedia.org/wiki/Discharge_petition.

How can it be used to repeal the recently passed health care law?

Rep. Steve King (R-IA) recently filed a discharge petition – Discharge Petition No. 11 - a special measure that would require the U.S. House of Representatives to vote on H.R. 4972 - a bill to repeal the Patient Protection and Affordable Care Act.  If this discharge petition gets the needed 218 signatures, the bill will bypass the Speaker so the bill to repeal will go straight to the full house to vote.

170  lawmakers have signed the discharge petition, including 2 representatives from Indiana, Mike Pence and Dan Burton.  To date, the representatives who have chosen NOT to support repeal of the newly passed law are as follows:  Peter Visclosky (D), Joe Donnelly (D), Steve Buyer (R), Andre Carson (D), Brad Ellsworth (D), and Baron Hill (D).

How can you make a difference here in Indiana?

  2. Be educated on the Discharge Petition.
  3. Contact those representatives that have not signed Discharge Petition 11 and urge them to sign it.  Let them know that you will hold them accountable on Election Day November 2, 2010.  ( See attached for addresses.)

What is the Indianapolis Tea Party doing actively to repeal the recently passed health care law?

The Indianapolis Tea Party, along with at least a half dozen liberty groups, has joined together and has taken on a grassroots initiative that will focus on repealing the recently passed health care law.

The Indianapolis Tea Party will continue to encourage citizens to participate actively in the campaigns of constitutionally conservative candidates at the local, state and federal levels.  Without the election of this leadership, no methods will rid us of Obamacare.

The Indiana Patriot Coalition, of which the Indianapolis Tea Party is part, will put fire to the feet of those representatives that choose to support the Patient Protection and Affordable Care Act.  We will thank those representatives who choose to support repeal of this health care reform law.

A recent Rasmussen poll shows that 60% of voters nationwide favor repeal of the recently passed health care law.   For those Representatives that choose not to listen to the majority of Americans and Hoosiers, we will hold them accountable on Election Day, November 2, 2010.  We are urging all representatives who have NOT signed the discharge petition to reconsider and choose to do what is right, in accordance with the Constitution and what is right for the American People.

In addition, as part of this grassroots project, the Indianapolis Tea Party will continue to educate citizens on this Constitutional mechanism – the discharge petition.

Note:  A special thanks to former Congressman John Hostettler for his help along the way in answering questions and his help with the final editing process.  We appreciate John's legislative experience and detailed knowledge of the US Constitution and its application.  We are confident that this Constitutional mechanism is an effective plan of action to repeal Obamacare and worthy of our fight!
